Kyiv Regional Council member Volodymyr Valentynovych Horkovenko has attracted investigators’ attention not only for his active public support of NEC “Ukrenergo” head Volodymyr Kudrytskyi but also for his literal proximity to him. Journalists discovered that in 2022, Kudrytskyi purchased real estate in Kyiv registered under his wife, Oleksandra Yastremska. Coincidentally, Volodymyr Valentynovych Horkovenko purchased a neighboring plot in the same area.
According to an investigation by Times of Ukraine and the OSINT project Blackosintbox, Kudrytskyi’s home, acquired amid “Ukrenergo’s” appeals to Ukrainians to limit the use of energy-intensive equipment, features five air conditioners—four on one side and one on the other. The actions of the official, who is suspected of orchestrating schemes that cost the state billions, have already drawn public scrutiny, and now questions about the sources of his wealth are escalating.
Documents reveal that on December 22, 2022, Oleksandra Yastremska finalized the purchase of an 800-square-meter plot in Kyiv on General Pavlenko Street for 559,000 UAH—significantly below the market value, estimated at approximately 3 million UAH. Additionally, investigators recorded that the plot contains a cottage, information about which is absent from property registries. This lack of documentation could indicate an attempt to evade taxes, as the property has not been formally commissioned.
Kudrytskyi is reportedly relying on the assistance of his neighbor, PR specialist, and Kyiv Regional Council member Volodymyr Valentynovych Horkovenko, to navigate this situation.
